CEPEMIS is a Civil and Environmental Protection (CEP) European integrative initiative for improving Risk and Knowledge Management. Open platform solutions of Information and Communication Technologies (ICT) will be at the cutting edge of innovative methodology based on end user requirements and available experience thereby maximizing benefits..
CEPEMIS is a European Initiative which aims to research, construct and exploit the most relevant knowledge issued from Risk Management, the civil security and the environment domains. The aim is to organise and improve specific know-how, knowledge, systems and communication platforms and contribute by this way efficiently in the building of the European info-structure for the Civil Protection and Environmental Risks. By this way, this info-structure will establish the knowledge level links at all organisational levels between citizens, governments, business actors. CEPEMIS aims to:
· Build an open and common organizational and information structure across Europe charged with Civil and Environmental Protection, capable to integrate accessories technologies and generate, share and distribute information services for environmental and crisis management. This work will be based in Open Source.
· Constitute the basis for a progressive building and management of specialised knowledge for supporting social, governmental and business applications. Foster the progressive integration of intelligence and service over CEPEMIS info-structure and the continuous growth of an extensible, scalable and interoperable info-structure.
· Provide the Risk-expert European hyper-structure for supporting observation, understanding, assessment, strategy, decision, mitigation, preparedness, response and recovery actions.
CEPEMIS work contains:
· Adapted Risk management and context- space-, time- adapted methodologies
· Study innovative open architectures for distributed computing, sharing of information and ways for providing data integration services for complex organisational schemas
· Dynamic formation and deployment of managed GRID networks with automated service creation, management and integration
· Modelling methods and new related engineering tools with on-line and real time robust simulation systems
· Automatic context-awareness intelligent systems for the safe provision of self-configured services
· algorithms for decision support and innovative concepts for prediction in hybrid systems
· Methods for ontologies harmonisation for distributing ready-to-use metadata schemas
· Exploitation of Intelligence principles in a Multi-Agent Framework New applied logic methods related to the making rules in a context of ontologies and metadata creation and medium-level interfaces
CEPEMIS is a Civil and Environmental Protection (CEP) European integrative initiative based on open platform methodology and solutions. Development will include active participation and experience of end users, technicians, experts, citizens, communities and organisations using available and innovative Information and Communication Technologies (ICT).
CEPEMIS aims to employ these methodologies enabling e-services to share data and distributed applications for improving Risk Management. By using existing networks, increasing data transparency, an interactive exchange of ideas, activation of and capitalisation on experience Decision Support Systems and generation of Innovations will be facilitated.
CEPEMIS will reduce the cost of information, investments in e-services and increase access to them. This in turn will facilitate integration, security and diversity of responses to a wider range of risk situations and effective responses to them. CEPEMIS will be optionally integrated within European framework for taking advantage of other projects, synergetic effects with other domains, competencies and human resource enrichment.

CEPEMIS is a European Initiative based on a large set of participating organisations, institutes, and citizen communities which aims all together to cooperate for conducting a concrete RTD work. The so formed project community aims to research, construct and exploit the most relevant knowledge issued from the Risk Management, the civil security and the environment domains, and this with the aim to improve specific know-how, knowledge, systems and communication platforms and contribute by this way efficiently in the building of the European info-structure as it emerges from the Political European Construction. By this way, this info-structure will establish the knowledge level links at all organisational levels between citizens, governments, business actors, and in any intereation between them way. As described in the following chapters, CEPEMIS project will deploy a large-scale set of well-combined actions which take into account:
· in-field social realities, parameters, constraints and interests, in relation with the civil protection, security and mobilisation, thanks to the involved communities and operational bodies,
· RTD policies and strategies, research challenges and interests, related to the cooperation of intelligent communication platforms and systems, thanks to the participant research centres
· In-field economic parameters, related to the emergency and alerting activities and their articulation within the whole politico-socio-economic space, thanks to the EEIG associated to the project
· Related European policies, related to the construction of the eEurope, related to other specific programmes and initiatives, and the fostering of the European internal cooperation in all the economic domains, thanks to the whole project participants.
· Parallel and complementary initiatives, especially INSPIRE, GMES, etc
· Potential cooperation with other RTD Initiatives, like MARIS, RIS, Information Society Forum, IAP, ESIS, eCommerce, etc., for various benefits.
