Proposal abstract
DiTV aims to find the fundamentals of enabling Digital Terrestrial TV and Interactive Services, DTTVS, in
Latin America, LA. Such fundamentals do not only refer to technical challenges towards interoperability and
100% coverage, but they also have an important regulatory and socio/political dimension. Moreover, the
choice of a widely accepted standard is of paramount importance to achieve economies of scale.
DiTV will provide the real technical-economical-socio-political snapshot of LA constituting an appropriate tool in order
to address such additional dimensions.
Specific objectives are the following
1. Identify relevant Technological/Political/Socio-economical circumstances in a global dimension. DiTV aim is to
build up an ad-hoc snapshot of LA reality in what concerns DTTVS. Such independent snapshot will be a helpful
tool both to policy-makers and to digital market players.
2. Identify needs (infrastructures, technology and contents) of the LA target countries that can be provided by
DTTVS, in particular by European standards.
3. Dissemination to promote awareness both in Europe and in LA to help and encourage broadcast executives and
program makers to move towards the enhanced television.
To achieve these objectives, DiTV will provide the following strong points:
1. Identification of Technological/Political/Socio-economical circumstances relevant to DTTVS: by organizing
workshops with relevant representatives of the main actors: technical, political, social an industrial.
2. Identification of the needs of the LA countries that can be satisfied by DTTVS: by interviewing potential users. ehealth
is anticipated to be a central application, together with e-learning, e-government. An important crossfertilization
is expected from EHAS, CVIT and ORBIT projects, which are being funded by the EC and/or
CYTED.
3. Dissemination in order to promote awareness both in Europe and in LA: by disseminating the outputs from the
workshops and needs identified.

DiTV explore, support and enable the adoption of Digital TV for MassMedia contents and interactive services in Latin America on basis through analysis, partnerships, cooperation and road-mapping for favouring the development of terrestrial infrastructures.
The varied DiTV actions build a panel of available connections with potential projects and Industrial, Technological, Political and Financial shareholders and participative opportunities for enabling the Digital terrestrial TV and Interactive services in Latin America.
The studies carried out by surveys, questionnaires on-line and public administrations interviews. The clear picture of the current situation are based on four perspectives:

Interactive Services for Learning, Government and Commerce.
The Activities are based on: A serial Workshops, a web-portal and a community of special interested groups.

The Web-portal will be the collaborative environment hosting different DiTV intersted groups of interest. It acts as communicator channel, dissemination point and database of profiles.
It has intelligent tools to search and match partners and initiatives.

DiTV are focused on the main barriers to the adoption of Digital TV interactive future mass media contents and interactive services in South America because of various geographical, economical, political and technical factors.
On the other hand, DiTV appears to be a big opportunity for enhancing competitiveness reinforce the democratic process in SA, by enabling rapid and affordable deployment of information technology, skills development, cheaper solutions for education, awareness, mass media entertainment and public administration.
DiTV aims to analyze and benchmark the current status of DiTV and the key-points in such countries and to build roadmaps for faster and more effective ways of its adoption and dissemination.
